冯缨，女，理学博士，出生于1963年，乌鲁木齐人。
教育经历：
1986年6月，在新疆农业大学大学获得学士学位；
2005年6月，在新疆农业大学大学获博士学位；

1987年7月至1995年6月，在生土所助理研究员等，从事植物研究工作；
